Try High Rock between Portmarnock and Malahide. You might pick up a few dogs or small smooth hounds using mackerel.
Swarms of your pin whiting there too, also crabs, will love to share your bait. If you can find a way to keep both these off please let me know our. You might get the odd mackerel there too on feathers or the like.
Tends to be swimmers there during the day (practise catch and release if you hook one of these) but towards evening they clear out and that's maybe the best time there, with a bit of tide.
Cheers

The East pier in Howth throws up a few, walk right down to the end where the outer marker is behind the lighthouse. in closer to the rocks you should pick up some small Pollack, Wrasse and Pouting. Mackerel strips for the dogs and ragworm float fished aroud 12 feet depth, close in for the others.
