if its a jpeg and you're on a pc use ms paint which is already installed
right click on the image file and select open with and then paint
once open go to image > stretch\skew
change the horizontal and vertical stretch to whatever % you want it to be of the original, if its for posting on this forum i usually select 20% for each.
go to file then save
job done
if you're on an apple or an ipad.......you should get a pc

Join Photobucket or another photo sharing web site and upload your pics up on it. Then you can copy the link from there (they give it when the pics are uploaded) click the box up top that says Img and you'll see 2 brackets appear then just paste the link in between the brackets and that's it done. No resizing or anything

right click (on image) select 'Edit' - this opens 'Paint'
Click on 'Resize' button
Click on 'Pixels' button - set to below 800 - on horizontal
Save As - if you want to keep origional
