define cheap?
fladen do a nice rod for around 120 and shakespear do the ugli stick for around 100, both crackers, as for reels, cant think of any real(excuse the pun) cheapies, a slosh or tld do a good all round job, both around the 120 mark, the tld is a little more.

wouldn't bother using a level wind (that's if your using braid) i suggest the slosh 30 and a diawa 20/30 whisker mesh they are a little bit expensive but will last a long time
Team Daiwa TDBX 12-30, matched to a Shimano tr2000ld Charter special.. not cheap, but a rod and reel combo that you would be very very hard pressed to better, i.m.h.o.

Bearing in mind that you do not want to have to talk to the bank manager for a loan, I would be leaning towards the Okuma Magnatex 30cs. It's a good strong reel that has level wind for about €100. On the rod side of things, I would take a look at veals and see if someone will buy at the same time and go halfs for the postage.
