What is scratching?

im familair with scratching my ass on a lazy day but in fishing..what does it mean?

I'ts fishing for anything small that swims.

He was'nt being funny just truthful at times. Its the act of trying to catch anything to stop a blank, especially when the bigger fish are not being co-operative. Its mainly used in competition when size does matter and (from what I have been told) 20cm is a counter for some species. The fish are checked and then released. Check the article by petekd on this subject.
