What is a Chandler (and i don't mean boating/yachts)?

I got a message from my bro who is staying in Wicklow for a weeks holiday. He asked what a chandler is in relation to freshwater fishing.

He is staying near a lake and the permit he bought says - 'no live bait, no chandlers'

Can anyone enlighten me?

Its a name for maggots. I have met lots of folk, who talk about "Chandler's". It is especially used around Dublin.
