North Ireland - pennel rig + ragworm

I have been out around 10 times this year, fishing newcastle pier, glenarm beach, bangor pier, browns bay. Usualy using beachcaster with penel rig or cod rigs and ragworm and shrimps as a bait. Tried float and spinning a bit from rocks near newcastle. Results miserable. Few flaties in glenarm beach on pennel with ragworm few months ago. That is it. Any advice? Method, bait, rig? Willing to travel coastline from dublin to belfast.
