What is the situation re fishing this pier? Last July I stopped for a look to find that the old derelict fencing had been replaced by some pretty serious looking new fences, gates, chains and padlock with the usual trespassers will be etc signs.

I'd say the signs are more to do with insurance and liability than anything else. I can't see any problem once you don't force entry or cause damage.
