Killiney beach may be an option, there is a car park on the beach with a ramp down to the beach, the waterline is right next to the car park to. As for the fishing, I'm not to sure how it's fishing at the moment but it can throw up some nice fishing at times.
Best of luck.

Either of the piers in Wicklow town are fairly accessible and always a chance of a few fish in close.

Why not take him to one of the canals?

Dun laoighre west pier across from the fish factory, good spot for float fishing, mostly wrasse, pollock, whiting and mac if they're in, rag is all you need! You can drop a rod over the side for a chance of conger too.

Coliemore in dalkey would be handy for wheelchair access as would bulloch and both always through up something. The coal quay in dun laoighre would be handy also. Bray harbour would be another option

Coliemore harbour will always throw up a few fish on slack tides!

Wicklow pier would be your best bet. Just fish right of the end and you should get a good mix of fish. Dun laoghaire is good as well off the end of the west or the band stand on the east. But you will catch more on wicklow harbour
