at the end, raising fines is the only way out of this dilemma, eg in Austria it is 30.000 Euro for poaching or in assist of poaching on first offence when proven guilty or if the fine is not recoverable a minimum prison sentence of 6 years is offered as an alternative. This legislation has made every poacher or local dogooder think twice during the last 22 years, no matter if he claims to have availed of certain promises or local favours. Every fisherman who has received his licence is sworn in to protect his waters from poachers and has the right and the duty to arrest anyone acting against the law in this regard. This is working great, because all decent anglers are responsible for the future of their waters and have the power to eradicate criminal elements with only profit in mind. The angling licence is not a big issue, same as the drivers license basically, but it separates the boys from the men. Would you tolerate an uneducated and unlicensed driver wreaking havoc in your street? Neither would I. Freedom is nice but it requires a lot of control to protect it.

That would be adequate for some of the pricks around here netting salmon and seatrout!
