Fishing for seatrout in Dublin estuarys

Hi lads just wondering what the best state of tide is to fish for seatrout in the capitals estuarys?
I was told the last couple of hours of the rise was the best but a few discussions on here seems to
contradict this. Any suggestions to both reasons?
