mullet in harbours feed on offal from the trawlers so you could try bits of offal or small fishbaits also small ragworm (maddies) dont know about the beach,although i did catch one recently on rag while targeting bass

Re: mullet
Mullet will often feed on maggots that are washed out of rotting weed so you could try using them. Red maggots seem to be best. Bread is usually best though. If charter and angling boats are gutting and filleting fish in the area the mullet will usually take advantage of this and feed on the offcuts and discards so a small strip of mackerel might be worth a try aswell.
