Fish ID please?

I was fishing one of the estuaries and this type of fish have been going around teasing me... can you help me identify so I would know what tactics to use on our next encounter.

What is the best tactic to catch them?

Do they take baits like Lug / Rag?

What hook size is ideal?

Finally and suggested rig?

If the mullet aren't feeding you won't catch any. First you need to get them in a feeding mood. Try using a cloudy ground bait (bread mash is fine add some fishy bits or maggots if you want) to build their confidence up.
You might need to scale down your end gear if the water is clear. Try a float or clear waggler rig with a 14-12 hook and 3-4lbs main line and even as low as 2lb hook length. You will also need to set up to fish on the drop as you don't want your bait to drop through the water to fast (bunch most of your shot around the float and just 1 or 2 dust shot between float and hook) as that will spook them. If you can, cast past where they are or where you have prebaited and slowly wind back to your spot.
If you choose to surface fish, you can free line at close range with no additional weight; just be certain to dunk the bread prior to casting. Surface fishing means keeping your line near the very top of the water. If you want to use a clear bubble which helps keep the line afloat, be sure to use at least a 15-inch length of five-pound Fluorocarbon to the hook, as this will mimic a naturally-floating piece of bread. The fish will notice any surface skid (ripple in the water near the line) and not take the bait. Have fun and tight lines.

Finally any suggested rig? FLOAT RIG ABOUT 2FT AWAY FROM HOOK WITH THE BREAD ON THE SURFACE AND 6/8LB LINE (MAKE SURE YOUR DRAG IS SET)
