Sandeel on a Pennel???

How would you lads bait up a sandeel on a pulley pennel?

Also which size hook is best for rays, i have long shank hooks that may be good???

Any help appreciated.

put your eel on o the end hook bind with elastic then move top hook to the top of the eel nick it through once and off you go. I personaly dont use pennels I find the hook ups can be too good sometimes if you follow me.
