Probably poachers looking for shark fins
Poachers kill thousands of sharks just for theirs fins every year.

those 2 rescued, 18 others lost. Looks like the sharks won that round......

those guys are that poor they have to do this - so business execs can show off in the big cities with their shark fin soup

and as it gets harder to come buy the fin price will get even higher

awful scenario
