should a tope fish bait be mounted head down or head up fishing from the shore that is.

Personally I would mount it head down i.e. with the head near the hook. My reasoning is that instinctively that's the way a tope would pick up and swallow a fish. Scales, fins etc. wouldn't be sticking in his throat when swallowed this way.

Actually with any bait, sandeel, lugworm etc. I always mount the thicker/fatter end towards the hook to entice the fish to take this end of the bait

Hook through both jaws or just in front of the eyes
