Netting Sandeel off beaches/estuaries legality question

Hi,

I know this have been posted before here, I have searched and read the replies but I just want to confirm that it is legal so long as its not commercial and not under power. I plan make a net two fellas can pull around, not to big as we dont need that much eel. Digging them from the sand and using hand nets is a bit back breaking.
