shore caught tope

I was talking to a skiper that kindly let me know of a tope mark around galway. id love to try and get one but I dont really know of how to go about it, any tips like hooks rigs bait ect would be appreciated
Species 2014: tb ray, lsd, conger, mack, 3 beard rockling, ballen wrass, pollack, dab, flounder, coalfish

Slack tides. or neap tides.
make sure your drag is open because it you get one with the drag closed say goodbye to your rod.. :)
