Small hooks and small baits is the way to go
but you mig be better fishing for the scorpion fish from a harbour:)

Re: Tips on scorpion and dragonets
Eddie, we get plenty of both around my way from the boats.
Scorpions, broken, reefy ground from 15 to 150 feet. Slow drift or anchor. They have big gobs and a sizeable slice of mackerel on a size 1 or 2 hook is what I use on the bottom hook of a 2 up 1 down of the bottom hook of a 3 up. Often found with Poor Cod. Bling can also help
Dragonets. I find sandy slopes at the edges of reef or wrecks hold them use a 3 below with size 8 ot 10 hooks. 1 inch sections of rag are particularly good but they happily take mackerel. Slow drifting or anchoring. Give the bites plenty of time to develop.
