The rag you are encountering are harbour ragworm (maddie's) which are often found in similar terrain to lugworm.

Your looking for the king ragworm species, which is the type you buy from a tackle shop.

These are generaly found in easturine mussel beds.

Cant help on the waterford area sorry, but locate some mussel beds and your likely to find the rag.

At passage east co. Waterford you will find a mussel bed.
It has been a long time since I dug bait there but the last time a few years ago digging was hard but I did get what I was looking for at the edge and the tip of the bed. You will need waders and a spring tide is the best to get safe access to the bed. Good luck.

I have dug them in passage east not so long ago.nice walk out to the mussel bed, sank to my knees in the sand in one area,so be weary of that, also watch for the tide as it can fill fast and comes around to cut you off.I know of a few people this has happened to. the digging is tough, then again I was on my own(not recommended if its your first time digging here).the rag are of nice size, not as big or plentyful as few years ago but they'll do the job.stay watching the tide and be ready to work for your bait.Itll be worth it and a bit safer :)
