i have caught a few around harboursafter groundbaiting with mushed up mackeral,
then using a 1 cm square cube of mack on a small hook, about 18" of line and a small bubble float. dead simple and you can manouvre it a bit to get among the fish. seems to work best if you get them on the feed and there are a few fish competing for the groundbait.
if you are fishing a harbour hanging a carcass or two of mack that have been filleted just below the surface will often attract them, i usually stick one or two on a big hook from a conger trace and hang it off a length of line. it can draw them in to right under your feet.

..Try blitzing fresh mackerel in a blender then funnel into a half liter lemonade bottle. Place in the freezer and take out when planning to fish. Drill a fair few holes in the bottle, attach lead and a line and throw into the harbour. This will work as a kind of swim feeder. Bread flake brushed with fish oil and hopefully you can catch...

I agree with most of the comments about fishing with bread, but tip would to fish as light as possible, ie. 4/5 pound line, size 10 / 12 hook, waggler float with minimum shot and 5 cent size bread, you can get away with this if you are fishing in a harbour or behind a breakwater, good luck.
