bait beds as fishing marks

just a curious question, since the flatfish eat lugworm on our hooks is it safe to assume that they also eat lug worm from along the bait beds at high tides? I don't know of anyone who fishes the bait beds, are they generally just too shallow or has anyone tried such areas?
I plan to try some of these marks at some stage but dont want to waste valuable fishing time if its pointless

the place were i dig my lugworm is one of the best marks i have for catching flounder....

in one spot we dig our bait and fish the tide on the way in, and always get flounder on the rise, so by all means have a go

all of my biggest flounder have been caught at the same mark on top of the lug beds on the rising tide in only 10 inches of water other guys to my left and right were casting at distance with not so much as a nibble for their efforts as i was pulling in fish after fish and the beauty of fishing under your nose is that you can get away with using silly wee spinning rods. a 30cm flounder puts up a mega scrap on a 10 to 15 gram casting weight spinning rod good luck
