Yes, you are right in that this is an angling issue, but this is an issue for the I.F.S.A. and their members. This may not be the answer your looking for but I.F.S.A. members via clubs via Provincial Councils can only change these rules.
In the end of the day books have to be balanced and a short fall in one type of revenue will be offset with an increase in an other form of income
