I post this because there are always posters asking how to resize photos of their catch in order to include them in a report in the forum. This is now the open source successor of the old Image Resizer for XP and works for all the new flavours of Windows. Very easy to use and completely free. Made it a sticky for now.

Image Resizer for Windows is a utility that lets you resize one or more selected image files directly from Windows Explorer by right-clicking. Windows users could regain the joy they left behind with Microsoft's Image Resizer Powertoy for Windows XP.

also simple (and doesnt require installing anything) to just open the picture in microsoft paint, click resize, shrink it down by whatever percentage you feel like and click save. if you are able to download, install and use a tool to do it you could figure it out as easily. handy tool tho.
