try nero photosnap viewer essentials, its a free software. an its very good. or surething photo. :P :P

there is photo editing software called Gimp (yes that is the name of it)
it is fairly powerful and rated to be like photoshop with one main difference.. its free :D

Picasa from google is pretty good can do some good effects like photo enhancing and resizeing etc. It also organises your photos for you as well.
