The fish must be weighted on a certified scales and a copy of the cert must be sent with the claim form.

You'll just have to go back and try for this brother

How'd you know it was 2 lb 3oz?

If this is for Sea Angler mag's Mission Accomplished award, they don't need a certified scales weighing, at least I've never sent them one for any of the badges I got off them. Mind you, if the fish was in contention for the overall winner fo the year, that might be different. Just fill in the form with what you have and post it off to them.

Irish Specimen Fish Award would be a different story.

If it's just for the shimano mission accomplished in the sea angler mag, you need to fill out the form in the mag with the witness name and phone number and the details of the fish. Send it off to the address complete with a self addressed envelope with an irish international stamp so they can send you back the badge, then send them an email with an attached digital photo of the fish and your own details so they know which entry form the e-mail pairs up with. But as for claiming an irish specimen cert you don't have a hope.
