City wise Murrays and Shandon Tackle Shop are worth a look for frozen. In the right season both would likely have some degree of fresh bait. As for fresh, I can only advise to start turning stones along beaches but I can't advise in the case of peelers if that's what you're after!

You can always get bait delivered from Dave Tilly.

I think you can preorder this from Halfway. Not sure if its always available though and maybe ring and order it beforehand.
