From what I have read heard, I think they will be most likely found in mid water to the bottom. I've only caught 1 sea trout at sea and that was by accident when fishing a small blade spinner for bass. I was fishing it quite deep. But they feed on fry and shrimps on the bottom so I think its the most likely place for them to be?
As regards what line to use, it will depend on the depth of water you are in. I would say a sinker is probably your best bet.
