Cheapest way is to make your own. You can order moulds, tails, wires etc. from most mail order sites. You'll have to source the lead from somewhere though ...

Cheapest (free) source of lead is spent balancing weights from your local tyre shop. Messy. I melt them in a pan (camping stove +blow torch) and pour the clean lead into another pan or a bucket of clean water to use latrer, leaving the steel clips and slag behind.

just use roofing lead, most chippies are more than happy to give away old lead when re roofing

NEVER, NEVER,NEVER, mix hot lead with water, make sure the lead or anythig to be used with it is dry when making your own weights.
Molten lead + water = EXPLOSION that will burn through your clothes and skin.
Wear gloves,(i use welding gauntlets) and make the leads in a well ventilated area.
I use a large blowtorch, and an old iron saucepan.
Heat the mould slightly before you pour the lead, if the mould is really cold it will set halfway down the mould.
Done safely and with common sense, making your own weights is the best option.
A couple of hours a week for a week or two would have easily enough for the season.
