Aye, if it was for skull dragging conger out from under piers and the like something like Dave says would be fine or even step up a bit in strength and down a bit in price and go for a Penn Mariner 30-50lb class for about 50 quid. For general boat fishing, if thats primarily what you want it for then the Powerstix is a decent rod to get started with, I would opt for the 12-20lb class though. That will cover at least 90 % of boating scenarios from Tope and conger to wrasse bashing.... They are a nice rod for the money.

I'll second petekd, got a penn powerstick 12-20lb rod and reel using braid and its great, dont think I'll use mono from a boat again, i use the old heavy boat rod for conger from a pier so i can bully them out

For congers from piers I'd prefer a rod with more length as the fish needs to be guided away from obsticles under your feet. I've tried the 20/30lb rod and don't like it for this reason. I don't boat fish but it's worth considering an uptider. Some anglers use an uptider for conger fishing from shore for the extra length and the fact that it can be cast.
