what stage of the tide do people find best when spinning for seatrout?
im fishing around cork harbour and have mostly fished 2 hours before and 2 hours after high tide
is there a better time to fish for them?

All depends on the mark - one of my favs is two hours before low to 1 hour after.

Depends on the spot but I've had them at any state of tide, once the tide is moving

If fishing an estuary a lot if guys fish when the ride is out as it concentrates all the fish into the channels and makes them easier to find.

Thanks for the info lads
I tried it at low tide last night and had 4 fish come off on me
Am going out now to try them at high tide and see what happens
I know the fish are there they seem to stay around there at all times and when the tide is in they are only 5ft from the beach jumping

Many moons ago with no car i spent a whole summer chasing sea-trout around the local estuary from the shore and with the use of a little dingy. Found that the sea trout will move around the estuary depending on the tide, no real suprise there then. Channels are good at low water as Nobuzz states, certain ones on the flood but a couple on the start of the ebb and only for the first two hours...it was a case of wading through the shallow still flooded sandbars to get to the channel edge to target them as they dropped back down from the upper estuary.
Certain marks will fish at high water too, which you seem to be finding. Had two in particular that the fish used to nose along the weed line only once the tide had filled and then only for an hour either side of high water, the first mark needed to be a spring tide too for whatever reason. If you tried it on neaps or average tides then no dice. Best bet to keep getting out there and trying at all stages of the tide until you find the pattern.

ya pete thats what ive found the bigger tides work well in this spot 1 hour before and 1 hour after on smaller tides we found it better in low water
i will keep trying for them anyway was busy the last few days chasing salmon on the lee when there is water and a good few about
i lost 2 and the buddy lost 1 and landed 1 so this will keep us busy for a few days
