Live sand eel wil out fish a lure in a small pool, the sea trout go mad for them and if you cant get live eels then frozen still work but you have fish under a clear bubble float or on a slow retrive.
the Spinners that i find that work are tobys or jensions tobis

Agree with Bolger there. You can also cut strips of mackeral belly into sandeel shapes and either use them with the bubble float or just freeline them. Best results late evening as light is fading, or dawn if you're dead keen :D

Once you've established sea trout are there, you could then try out your weedless-rigged plastics such as a small shimmer eel, but thats another level up.

I have a lure that I find very good in a similar situation, no idea of the name, but I'll find out and post a pic for you.

Hi

try a small german sprat, rip it in quick as you can to imitate a sand eel.
Trout will catch it, don't matter how fast you think you can reel it in!

Or try a small delta eel (white plastic) 2 metres behind a casting lead.
