Do all saltwater species apart from flatfish respond to bait/lures being "jigged" or do they prefer bait to be still?

All fish are predators, so moving baits will attract to all their senses more than a static bait where smell is the only key to get a bite!
And I've caught flatties with moving baits from a boat, it's all about presentation.
