Depends on the kind of fishing you want to do ...
By "boat" do you mean a boat with a trailer and perhaps an engine (and/or auxiliary)? Or just a boat?

Smallest you should go is 14 foot (4.2 m). Don't even think of going smaller.

If you are fishing outside sheltered waters like Dublin Bay, Waterford and Cork Harbour, you will need at least a 16 foot (4.5 m) boat. Good brands would be Orkney, O'Sullivan Marine (OSM), Arran - all these are fibreglass chined hulls; They get up and plane pretty quickly cutting down on your fuel bill and keeping you safer, most are reasonably beamy and well made. Fibreglass does age and will deteriorate over time. Check for repairs. You need to get down and look around the hull in full daylight. If a boat was stored in a garage that makes a big difference over time. The RNLI used to offer a free safety check on newly acquired boats - check if you can get this still...

With the way sterling is dropping, there are some nice options coming into reach in Northern Ireland http://fishingboats.apolloduck.ie/feature.phtml?id=468815
I had an older version of the Coastliner up in Dublin years ago and it was fine for tootling around Howth/Ireland's Eye, or out from Skerries to Lambay Island.

Sea Hog, Dell Quay and other older brands especially those with cathedral hulls are - as ste c points out - not very nice to be on in lumpy waters. The reason being that the waves don't roll under the boat easily so you get tipped up and around a lot, the perfect corkscrewing motion to get the old "heave ho" sea sickness going!

They also need bigger engines, which means more money and more fuel. If you want to be different, you could always buy a brand new currach 8) from 16 up to 19 foot. You need your wits about you in one, mind, as they are designed to roll over the waves so they are lively, even in relatively calm conditions... currachs are 25-33% narrower than craft of a similar length, since they were designed for single file rowing. You wont find cuddies to fit them so they aren't going to be very dry in our Irish weather. More modern currachs are now skinned in fibreglass, often over the original black tarred canvas, so they are stronger than they might appear. Modern ones are designed for engines on the transom - some of the older ones can not cope with this. Unless you know what you are doing, I would not buy a second hand old... this said, they are amazingly seaworthy - was out in a full wooden one recently and it was a pleasure and was pushed along nicely with just a 5 hp two stroke engine. Amazing...

Right time of year to be buying, people don't want to pay for the storage. Check out Apolloduck and Donedeal...
