when fishing for conger is the head better because it gives off more scent or a fillet as it is presented better, i heard of anglers using pouting and squid which way is the most effective?

Mackerel head and guts are a far better bait than a fillet, and give off much more scent, the problem with using the mackerel head is masking the hook point when you bait up.
If you are using the whole head , use a minimum of a size 6/0 hook, and hook it up through the lower jaw, and out through the top of the front part of the head, no more than 5-8mm back from the tip, if the snout of the mackerel is higher than the point of the hook when you view from the side then you have put the hook too far back.
Remember not to strike when you are baited up like this, when the fish shows interest just tighten up then lift the rod very slowly until the fish pulls the rod right over then wind like mad to set the hook.
