It is the same as when looking at the warnings and notice about catching and buying lobsters...
If you look around you'll definitely see them.
If you are local and grew up angling, you are most certainly have been thought by someone who knows the regulation / you probably bought gears from tackle shops who also would tell you about regulations when you inquire about how to fish for Bass and what gears to use and marks to go to. If you don't do those above mentioned items you would have definitely gone to forums such as this and would be aware of those regulations.
Seldom will there be people targetting Bass specifically and not know the rules on it. This is not mackerel that you can throw anywhere and catch it when in season.
