Is it legal to set static nets in an estuary?

Is it legal to set static nets in an estuary. A mark I fish on the Shannon is being netted, other people have seen the nets. As a result the fishing has been destroyed. It is a good mark which produces a lot of ray at the right times. How do I go about finding out if there is anything I can(legally) do about it?

They are netting for schoolies there so yes it is illegal.
