Trawler at Cahore

I popped down to the beach at Glascarraig last Monday lunchtime for a stroll, and saw what looked like a large trawler working up and down about a mile out from the harbour at Cahore.

Did anyone else see it? Was it a trawler (I'm hoping it might have been some kind of survey boat or something)? If it was a trawler, is it legal for it to fish so close to the shore?
