If you were specifically targetting mullet - then I suspect any trout fly outfit would do nicely since mullet flies are smilar in size. However if you are saltwater fly fishing in general then bass and pollack flies are considerably bigger and require a beefier weight line to turn them over.
My personal preference is for long rods (around 11' 7/8 #) that you can cast single or doublehanded - simply because thats what I got used to as a teenager in 1950's fishing for salmon and sea trout.
I notice that our American cousins have recently 'invented' the concept and call them switch rods.
Fishing small flies with short heavy shooting head lines for mullet and not landing a fly like a ton of bricks is achieved by joining on the front (loop to loop) a light 15' tip of #4 of #5 dt line joined to a leader with a 0.18 mm point.
