What type of weather is it given for sunday evening??
Laytown fishes best an hour after low water or at high water. no fish when the tide turns.

the wind will be blowing 13.53 knots from the south. is that good or bad? What bait is recommended?

Thats about 15mph, should make a bit of a surf neway. Rag is best bait by far the bigger the better. lug is decent aswell. Good chance of a bass

There is a turn off signposted for pitch n putt before laytown. That brings you down to the south beach.
