Cop This, About time

"just recently on the end of our local pier a bunch of anglers from portugal have taken up residence. Now i am by no means racist I would like to point out that the following kind of behaviour would be frowned upon by me whatever the race age or gender of the offender but...
I was up there the other day and watched one of em pull out a 6 inch (max) whiting and proceed to leave it to die on the side with the intention of taking it home. I then noticed he had done the same with a starfish! and several other tiddlers.
To be fare I should have done something bout it meself but didnt know who to contact.
Anyways i was fishing there the other day and another angler told me this...
apparently this guy was at it again with many undersized tiddlers in his bag but this time another angler challenged him to which he replied "me potugese we take home everything for the pot." The other angler pointed out this is not the way it is done over here but the offender pretended he didnt understand.
Our hero then got on the phone and phoned the relevent authority who turned up in suits and told the portugese guy to put the fish back to which he refused saying again that he was portugese and they take home everything.
The upshot is about 15mins later the police arrived confiscated all his tackle and took him away in handcuffs lol.
While i can hear all your resounding cheers the reason i am posting this is does anyone know who the regulatory body would be and if so what is the number coz if i see him doing it again this time i will grass him meself.
