Was thinking of taking the spinning rod and some plugs out some evening this week to one of the above beaches hoping a bass or sea-trout may be feeling charitable, was wondering if anybody knew:
a) am I mad as it is early in the season and there is no chance of a fish
b) if there are fish to be had at this time of the year to plugs, which beach and which plugs should i go to / use

Hiya,
It's still probably a little early for bass in most parts. However I have heard very reliable reports of sea trout being taken from some of the estuaries in that area. Might be worth spinning rather than plugging.

hi,have fished malahide 3 times and rogers-town twice over the last two weeks and not had a thing. tryed all types of lures,spinners etc. hope this does not put you off giving it a try.on the plus side i did see some sea throut jumping on both places,so there are some fish about .

Might leave it two weeks or so and see if the bass start turning up.

In 2 weeks it will be the close season for bass:
Bass Fishing Conservation Bye-law
The effect of this Bye-law is to impose a bag limit on anglers of two bass in any one period of 24 hours and to provide for a ban on angling for bass during the spawning season (15th May to the 15th June).
You might want to leave them alone til the 15th of June... 8)
