You can dig rag at Arthurstown, Wexford side of the estuary, lugworm and sandeel can be found on Duncannon Beach.
I'm pretty sure you can get rag in the shops in Waterford City (might have to head in there tomorrow short notice) although the quality and price were not great last time.
As rod tips says you can buy some off a bait collector from Ducannon (I can give you his number, always has great peeler, rag and lug).
Otherwise as stated you can dig in Duncannon where I'm told is great but it was hard going for me (still plenty for a session, along with a few sandeel and the odd white rag if you're lucky).
They are for sure around, over the past month I've hit into a good few, on frozen peeler and squid but as you can see from MonkeyWrasse's report, the rag is king it seems! Best of luck
Edit: some smaller tides this weekend but still flooding into darkness, hopefully the weather is good and you'll get a few!
