Hi, there is always a chance ... but my advice would be to use some small metal or lead lures
thight lines

as said id be using more of a shiny spinner (metal or lead) for mackeral than plugs

I have had a load of smallish mackerel off the top with an IMA popkey in mullet colour recently. At the time the mackerel were chasing sprat on the surface and top water layer

I had a few during the week on surface and sub-surface lures so its worth a go if you have nothing else.
