I personally would'nt call the 4500s a scratching rod,but thats just me.It has fantastic bite detection and well capable of casting 6ozs if required. It all depends on the budget really.I know a few lads down here have gone for the new conoflex style quiver style rods in 13ft and 15ft and they are very happy with them. You could also check out some of the longer grauvell quiver boat rods[over 10ft] a bit differant but can be got with several tips to suit conditions.
Another rod that gets a good review by owners is the penn affinity twin tip, they come in 14 -16ft and have a match tip and standard tip, don't know much about them personally though.Loads of choices [too many]but if it all gets too much a simple solution is a bass type rod.
Enjoy and best of luck with whatever you decide.

If you are looking for something reasonably priced then there is the Shakespear Salt. I got one last year for light surf fishing, not great in a howling gale hauling in clumps of kelp but in a weak to moderate surf it is fine, good bite detection and casts well. You could probably get one for around €75.

i have just purchased a tubertini rod from Moonfleet Angling in the UK, 14 ft long 1 - 3 ozs, light as a feather with 3 differing tips. It's the bees knees, u can hold it all day and very sensitive, a bit costly - but u pays for quality and service
