silly question

When you say your using rag TIPPED with mackerl or vice versa what does that mean exactly ????

EXACTLY LIKE IT SAYS .HALF FILL THE HOOK WITH MACKS AND FINISH IT WITH RAG OR VISE VERSA [.SORRY CAPS LOCK IS STICKING]

is it better than say having mack on one hook and rag on another,having the 2 bait on same hook?
