Maybe you were casting out too far? I have a few bass Sunday night but they were in very close.
I know a lot of anglers swear by frozen black lug but I wouldn't touch it when bass fishing (might be OK for flat fish), as far as I am concerned its a waste of money, far better off to dig some fresh lug yourself.
Another possibiliy might be that the surf was too rough - I reckon if the surf is very big, while the fish might be there, the bait scent is too dispersed for them to find it. I was fishing in a more sheltered bay that night, there was a good surf but I would guess the the surf at Ballybrannigan would have been a lot bigger and maybe the fish weren't coming in too close for fear of been battered (that's probably the wrong choice of words!!) and their gills getting clogged with sand.

I wouldn't worry too much about not catching a bass - at this time of year there are going to be very scarce but come April if you still arn't catching them then you would have to look at what you are doing wrong.

fished there a few times myself with mixed results. i normally fish in front of the house with the sign beware of bull which i have been told is better spot.i have caught bass there mainly in summer but when surf was 2 strong i only had dogfish.
i have caught the odd bullhuss aswell id say try it again in spring. inch beach is another good spot for bass down that direction which is worth trying :)

Targeting bass can drive you mental at times, but they will be around in about a month.
Also with fishing ballybrannigan ( i dont like this beach btw ) ragworm can work very well
