I would think you still need to get your day permit to fish the mullet.

As far as I know the Shimna River is partly leased by the Shimna Angling Club and partly owned by the Department. In order to fish the river, whether it be for salmon or mullet you not only require to have a valid rod licence but you must buy a day ticket too which can be purchased from a shop called ‘Four Seasons’ (pet and sport shop) located in Newcastle town centre. The day ticket costs £16.00 and covers you to fish from 9am – 12pm on the day of purchase.
If you require any more information the phone number of the shop - 'Four Seasons' where you go and buy the day ticket is as follows: (02843)725078.
I have seen the mullet in the river myself when I have been down there in the past and there are some monsters in there right enough!
