We have the same problem where I live...
many imigrants tend to fish for VERY small cod and take them home...
The size limit for Cod here in sweden is 40 cm (1'4") and the ones they pull up is around 20-25 cm 8"-10"
Personally i think it sucks bigtime and i have tried to tell them but how can you reason with an idiot that pretends not to have a clue to what your talking about...
Sure I could call a so called fishing-guard (dont know the proper english word for it) but we have guards that check that ppl only take up legal fishes at the legal times and legal sizes and such.. but i dont think that would help at all..

i think the best thing at this stage is ignore the joke of a fisheries board, actually the government in general, and take the law into our own hands! there's no justice like angry mob justice

i think a word with these people is the firdt thing to do. Many immigrants just arent aware of the laws and its up to other anglers who notice them taking juvenille fish to educate them.
I have personal experience of this. While living in Boston on the first few occasions i went striped bass fishing i took home undersize fish. The "keeper" limit was 30" and a bloke saw me taking a 22" inch fish home (mainly to show off to the new bird who was comig over). He started to go nuts with me, getting me drunk off, himself drunk off when all it would have taken was a quick word.
