At this time of the year you have to put in more time per fish caught than during summer and autumn, plus going out with spinning gear would probably only yield results to someone very experienced, that's my opinion anyway.
I know nothing about where and how to catch in Dungarvan, apart from what we can all read here. Youghal is where I would go in your neck of the woods, groundfishing with bait. There are some marks that you could fish into darkness with the help of public lighting. You'll get info on where from this website, also cfb.ie (Central Fisheries Board) has good pointers to shore marks. You would need some form of beach-casting set-up, able to cast out in the region of 50g+ of lead plus bait. If you could manage that, and dress up warm, bring a flask for nice hot soup and/or tea, a couple of bags of crisps, plenty biscuits and bars of choc. At that stage he mightn't be able to remember whether you caught a fish or not, and that's before you get to the pub
