Can anyone tell me is this prohibited in sea or freshwater fishing in Eire??

Scary what were both thinking at the same time.
There's been a lot of talk about this before in different threads.
Basically you can live bait in the sea but not in the river and lake. This is to stop cross contamination of species in closed waters and stopping the unregulated adding of unwanted species into same water. which is irrelevant in sea water (to a degree). ie salt water live in slat water. warm water will not live in cold water.

sorry for your confusion. sent my last message before your response as addendum to my previous post. Was saying the days of roach in the yard are hopefully gone - I was never into it as i say. RE the library card, thats the serial number not an expiry date - anyway it's my brother in laws card.
